What is a Precinct Structure Plan (PSP)?
A PSP is a detailed plan prepared by the Victorian Planning Authority that sets out the future layout of an area including roads, open space, town centres, and residential densities. Development in the UGZ generally cannot proceed until a PSP is in place.
Can I develop UGZ land before a PSP is approved?
Very limited development is possible before a PSP. Agriculture and a single dwelling per lot are generally permitted. More intensive development must wait until the PSP is incorporated into the planning scheme.
What happens to UGZ land after development?
Once a PSP area is substantially developed, the UGZ is typically rezoned to standard zones such as GRZ, C1Z, or IN1Z through a planning scheme amendment. The specific zones applied reflect the land uses identified in the PSP.
